The Process

The Perry Comprehensive Plan Update will follow a clear, collaborative process designed to understand community priorities and translate them into a practical roadmap for the city’s future. The process begins with a Foundations Phase focused on background research, data analysis, and early coordination with City staff and key stakeholders to establish a strong understanding of existing conditions and opportunities.

Next, the Community Assessment Phase will engage residents, businesses, and community leaders through surveys, pop up events, and targeted conversations to identify key needs, challenges, and opportunities facing Perry today.

Building on this input, the Vision and Goals Phase will define a shared direction for the city’s future, outlining the community’s aspirations and the guiding principles that will shape future decisions. From there, the Plan Elements Phase will translate that vision into specific strategies related to land use, housing, mobility, economic development, and community character.

Finally, the Implementation and Final Document Phase will bring all recommendations together into a cohesive plan that identifies clear priorities, actions, and tools to guide Perry’s growth and investment over the coming years. Throughout the process, ongoing public engagement will ensure the plan reflects community input and results in a practical, community driven roadmap for Perry’s future.

  • A comprehensive plan is a guiding document that outlines how a place’s long-term vision for land development will be implemented over time. It answers three big questions:

    a.      Where are we now?

    b.     Where do we want to go

    c.     How do we get there?

  • Comprehensive plans guide future land use and development decisions over a long period of time, with a focus on the next 5 years. They provide policy direction for related elements, like transportation, housing, and economic development, while weaving in policy direction provided by other recent and ongoing planning efforts.

  • This plan will focus on five elements:

    1.      Land use (allocating space for growth and development)

    2.      Economic development (how we grow our local economy)

    3.      Housing (where we live)

    4.      Transportation (how we get around)

    4.      Quality of life (the things that make our community worth living in)

    5.      Broadband (reliable high speed internet that connects homes, businesses, and services)

    The plan will include a community work program that will outline all of the actions that the City of Perry will take on to make the vision a reality.
